I-17 Flex Lanes Design Build

Pinyon provided environmental management during the design phase to the ADOT’s I-17 Flex Lane Design Build team of Kiewit-Fann Joint Venture (KFJV) from March 2020 to October 2022.  Pinyon developed overall environmental management plans for the project, including the Hazardous Materials Management Plan (MMP), Spill Prevention Control and Countermeasure (SPCC) Plan, the Unanticipated Archaeological Discovery Plan, the Sensitive Species Survey Plan, the Air Quality Management Plan and the Noise Analysis and Mitigation Plan. Pinyon’s team was responsible for completing the permitting of the Waters of the United States (WOTUS). The WOTUS permitting was unique as the federal definition of WOUS changed in the middle of the project: requiring a pre-construction notification application to be completed for 66 of the impacted washes.

Pinyon provided the Final Noise Analysis Report in support of the construction of three sound barriers. Pinyon provided environmental surveys, a Class III Cultural Report and documentation for the acquisition of eight parcels of land for a right-of-way permit (ROW) permit from the Bureau of Land Management.

As the environmental lead, Pinyon completed interdisciplinary reviews to document that the design matched the environmental requirements and developed multiple environmental memoranda in support of Categorical Exclusions that were processed to document design changes.

During the construction phase, Pinyon was the Hazardous Materials Manager, responsible for responding to spills, releases, or identification of hazardous materials during construction activities.  In addition, Pinyon drafted multiple environmental memoranda to support changes that were not documented during the NEPA process.
