Pinyon is leading the Supplemental Watershed Plan Environmental Assessment (Plan-EA) for three dams in the Upper Rio Penasco watershed, located in the Lincoln National Forest in Otero County, New Mexico. The team is collaborating with NRCS, RJH Consultants, and other stakeholders to evaluate alternatives such as no action, decommissioning, or rehabilitation of the dams. Pinyon’s role includes conducting a Biological Assessment to evaluate impacts on federally listed species like the Mexican spotted owl, and completing environmental inventories for soils, water, and wildlife. The team is ensuring compliance with National Enviornmental Policy Act (NEPA) and the Endangered Species Act, leading public and agency involvement efforts, delivering technical documents, and environmental and economic analyses within the project’s timeline.
